The fight against COVID-19 continues. As of May 1, 2020, Centers of Disease Control (CDC) reports a total of 1,062,446 cases, 62,406 deaths in all 55 state jurisdictions including District of Columbia, Guam, the Northern Marian Islands, Puerto Rico and the US Virgin Islands. The governors of each state has amended numerous Stay At Home Orders days before the month of April ended.
Among the states, New York is hit the hardest. Governor Andrew Cuomo, confirms 3,942 Additional Coronavirus Cases in New York State – Bringing Statewide Total to 308,314; New Cases in 48 Counties as of April 29. Per Gov. Cuomo’s Executive Order 202.6, “Real estate services shall be conducted remotely for all transactions, including but not limited to title searches, appraisals, permitting, inspections, and the recordation, legal, financial and other services necessary to complete a transfer of real property; provided, however, that any services and parts therein may be conducted in-person only to the extent legally necessary and in accordance with appropriate social distancing and cleaning/disinfecting protocols; and nothing within this provision should be construed to allow brokerage and branch offices to remain open to the general public (i.e. not clients).”
While most of the states have issued their own guidelines, most, except currently the state of Georgia, have adopted the guideline set by the US Department of Homeland Security Cybersecurity Infrastructure and Security Agency on the Identification of Essential Critical Infrastructure Workers During COVID-19 Response. According to the memorandum, as of March 28, 2020, essential services generally do include residential and commercial real estate services, including settlement services. As a general rule, all real estate consumers are required to follow strict guidelines set by their local government and the CDC.
